Technical Assurance was founded in 2007 by partners Edward Arens and Philip Baker.
Ed began his surety career in 1981 with the United States Fidelity and Guarantee Company, (USF&G), and later, the Fireman’s Fund Insurance Company. Phil’s career mirrors closely with supervisory positions at both Travelers and The Hartford Insurance Company.
In 1987, Ed and Phil joined forces to help open a surety office in Houston, TX., with The Lockton Companies, a construction oriented brokerage firm headquartered in Kansas City, Kansas. In September, 1999, Lockton Houston was acquired by Summit Global Partners (SGP), creating what was the largest insurance agency domiciled in the State of Texas and the 14th largest privately held insurance agency in the country. In 2004, SGP was sold to publicly traded USI Southwest, who in 2007, announced a definitive merger agreement with Goldman Sachs (GS), in a transaction valued at approximately 1.4 billion.
It was at this time that Ed and Phil successfully acquired the contractual rights to their construction surety clients, technicians, and business records to start Technical Assurance, LLC. Together, they bring the underwriting training of several of the predominant surety carriers and brokerage firms in the country. Together they offer over 30 years of uninterrupted service to the Houston area.
